Fielding more than absolutely necessary would put the Human Server files under substantial risk, even with androids specifically made to kill them if they learn too much watching them at all times. If Scanner-models like 9S can be so destructive in battle with their combat hacking, why aren't they fielded more often? Because they're not just a threat to machines, their hacking skills are dangerous to the very information whose knowledge would delegitimize the entire android war effort.
